NOTICE OF INTENT TO DISPOSE OF PUBLIC PROPERTY LOCATED AT 20699 CHESTNUT STREET, DUNNELLON, FLORIDA 34431, PARCEL #3380-1359-00, IN THE CRA WITHIN THE CITY OF DUNNELLON
The City of Dunnellon hereby gives notice of its intent to dispose of public property within its CRA, by means of sale, pursuant to Section 163.380(2), Florida Statutes. It is the City’s intent to accept a proposal in the amount of $25,000 in response to BID#2024-05 pursuant to Section 163.380(2), Florida Statutes, and consistent with the Community Redevelopment Plan. The property referred to herein is located on Chestnut Street in the City of Dunnellon CRA and includes the following parcel:
- Parcel 3380-1359-00 (Vacant Lot – Zoned: Public)
Pursuant to Section 163.380(3)(a), Florida Statutes, prior to disposition of any real property in a community redevelopment area, the community redevelopment agency shall give public notice of such proposed disposition by publication in a newspaper having a general circulation in the community, at least 30 days prior to the execution of any contract to sell, lease, or thereto. The community redevelopment agency shall consider all such redevelopment or rehabilitation proposals and the financial and legal ability of the persons making such proposals to carry them out. The community redevelopment agency may negotiate with any persons for proposals for the conveyance of any real property acquired by it in the community redevelopment area. The community redevelopment agency may accept such proposals as it deems to be in the public interest and in furtherance of Chapter 163, Part III, Florida Statutes.
The Dunnellon City Council will hold a public hearing on Wednesday, December 11, 2024, at 5:30 p.m. to consider acceptance of a proposal to purchase the subject property in the amount of $25,000 in accordance with Section §163.380(2), Florida Statutes.

The City of Dunnellon hereby gives notice of its intent to dispose of public property within its CRA, by means of sale or exchange only, and to invite proposals from interested parties. All pertinent information will be made available to persons interested in the property pursuant to Florida Statute §163.380, and consistent with the Community Redevelopment Plan. The property referred to herein is located on West Pennsylvania Avenue in the City of Dunnellon CRA and includes the following parcel: Parcel 3380-0467-00 (Zoned: B3 Central Business and RBO Residential Business Office)
This 30-day notice requirement is established by Florida Statutes, whereby proposals must be made within 30 calendar days after publication of this Notice. At the expiration of this notice period all proposals will be publicly opened and recorded. Proposals received after 6:00PM on the 30th day will not be considered. The City and its CRA reserve the right to reject all proposals, to re-notice the property or to keep it for the City’s future use, and to take any other action deemed to be in the best interests of the City and the CRA as provided for by statute.

In accordance with Section 100.342, Florida Statutes, NOTICE IS HEREBY GIVEN by the City of Dunnellon Florida that on the General Election Ballot on Tuesday, November 5, 2024, the City of Dunnellon will submit the following referendum question to the City of Dunnellon qualified registered electors pertaining to the purchase of goods.
The referendum results from Ordinance No. 2022-06 passed by the Dunnellon City Council on July 11, 2022. The question to be placed on the ballot for consideration by the electors of the City of Dunnellon will be:

Notice of Proclamation Declaring State of Emergency
The City of Dunnellon declared the following Proclamation.

Declaration of a Local State of Emergency
WHEREAS, a well-defined tropical wave, now identified as 97L, could develop into a tropical depression, or stronger storm system, this weekend or early next week over the eastern Gulf of Mexico or near the Florida Peninsula. This storm system has the potential to produce severe weather in Marion County, including severe thunderstorms and strong wind gusts, possible tornados and potential flooding due to multi-day heavy rain events. As such, there currently exists a threat to the health, safety, and well-being to the citizens of Dunnellon and Marion County, and the concomitant need to prepare for such threat; and
WHEREAS, Governor Ron DeSantis on August 1, 2024, issued Executive Order Number 24-156 related to this storm system. Section 1 of the Executive Order declares that a state of emergency exists in multiple Florida counties, including Marion County. A copy of this Executive Order is attached hereto as Exhibit A and is incorporated herein by reference.
WHEREAS, it is incumbent upon the City of Dunnellon, Florida, a political subdivision of the State of Florida, to take every prudent measure to ensure the safety and well-being of its citizens and their property located in Dunnellon; and
WHEREAS, Florida Statute subsection 252.38(3), enumerating the emergency management powers of political subdivisions, provides at subparagraph (a)5, in part, “The duration of each state of emergency declared locally is limited to 7 days; it may be extended, as necessary, in 7 day increments.” and,
WHEREAS, the State Emergency Management Act [sections 252.31-252.60, Fla. Stat.] defines "Emergency" as "any occurrence, or threat thereof, whether natural, technological, or manmade, in war or in peace, which results in or may result in substantial injury or harm to the population or substantial damage to or loss of property." Sec. 252.34(3), Fla. Stat. (Emphasis added); and
WHEREAS, it is in the best interests of the citizens of Dunnellon to activate emergency management preparations in order to minimize the hazards and damage that may be created by such storm; and
WHEREAS, certain additional personnel and specialized equipment are required to assist in administering the needs of the citizens and to determine the extent of damage; and
WHEREAS, the Mayor of Dunnellon hereby determines that tropical wave, now identified as Invest 97L, qualifies as an “emergency” as defined in F.S. Sec. 252.34(4) within the City of Dunnellon and such storm justifies the adoption of this declaration of state of local emergency.
NOW THEREFORE, I, Walter L. Green, Mayor of the City of Dunnellon, in accordance with the provisions of Florida Statute 252.38 and Chapter 22, Section 22.34 of the City’s Code of Ordinances, promulgate the following Declaration:
Section 1: A state of local emergency is hereby declared immediately, today, August 2, 2024, due to the likelihood that heavy rains and winds may result in extreme localized flooding, wind damage and possible tornadic activity in the City of Dunnellon.
Section 2: Pursuant to City of Dunnellon Ordinance 98-1, the City of Dunnellon Emergency Management Plan is hereby activated, and the Emergency Management Coordinator of the City of Dunnellon shall have the power, authority, and duty to take any and all action under the plan necessary for the preservation of the health, welfare, and safety of the people of Dunnellon.
Section 3: The Marion County Sheriff’s Office, Division of Emergency Management shall provide overall coordination for County response and the City of Dunnellon shall coordinate through the Marion County Sheriff’s Office, Division of Emergency Management regarding any assistance to be provided.
Section 4: All agencies will provide the necessary assistance as requested by the Marion County Sheriff’s Office, Division of Emergency Management.
Section 5: The provision of the Declaration is in effect immediately and shall remain in effect for a period of seven (7) days, unless otherwise extended in seven day increments as necessary, after determining the need therefore, based on the latest information from the Director of the Division of Emergency Management. Each such extension shall be documented by written memoranda to the Director of the Division of Emergency Management.

Notice is hereby given that the City of Dunnellon is seeking interested, qualified electors to submit an application to fill the unexpired term of Chuck Dillon, Council Seat 2 until the November 5, 2024 City Council Election. You must reside within the incorporated City of Dunnellon to apply for this vacancy.
Pursuant to the City Charter, Section 8, Elections: No person shall be eligible to hold office who shall not at the time of his election be a qualified elector of said city, residing within the territory thereof; and in case any officer shall remove his residence beyond the limits of said city his office shall thereby immediately become vacant. The City of Dunnellon, in partnership with the AARP Foundation Senior Community Service Employment Program, is seeking eligible individuals to participate in the program. The AARP Foundation enrolls eligible senior job seekers and partners with local nonprofits and public agencies to provide training and employment. Participants train an average of 20 hours per week while having access to many services and skills training. To participate, you must be age 55 or older, unemployed and have limited income. The Planning Commission of the City of Dunnellon will hold a quasi-judicial public hearing for recommendation to the City Council regarding a Site Plan Review requested by Rogers Engineering, LLC on behalf of Southern Springs, Inc., for property located on W. Hwy 40, being parcel number 33690-000-00, for a project described as Follow That Dream RV Park. Interested parties will have an opportunity to be heard.
The public hearing will be held at Dunnellon City Hall, 20750 River Drive, Dunnellon, FL 34431, on Tuesday, February 13, 2024 at 5:30 p.m., or as soon thereafter as can be heard. Notice of Dunnellon City Council Seat Vacancy
Notice is hereby given that the City of Dunnellon is seeking interested, qualified electors to submit an application to fill the unexpired term of Wally Dunn, Council Seat 1, until the November 5, 2024 City Council Election. You must reside within the incorporated City of Dunnellon to apply for this vacancy.
Pursuant to the City Charter, Section 8, Elections: No person shall be eligible to hold office who shall not at the time of his election be a qualified elector of said city, residing within the territory thereof; and in case any officer shall remove his residence beyond the limits of said city his office shall thereby immediately become vacant. In case any vacancy shall occur in any city office, such vacancy shall be filled by a majority vote of all the members of the City Council, and the person so appointed by the City Council shall hold office until the next annual or special election of officers and until his successor is elected and qualified.
Following appointment, the selected candidate will be required to file a Financial Disclosure Form-6 in accordance with State regulations.
A completed application must be submitted to the City Clerk no later than 12:00 noon on Tuesday, January 2, 2024 in order to be considered.
